This log records every methodology version, every ranking re-run, every data refresh, and every correction, with the date and the reason. When a “best of the year” ranking is re-run and nothing moves, we publish that too.

v1.0-draft: First full normalization draft: per-dimension input field, normalization method, 0 to 10 anchors, and the unscored-not-guessed missing-data rule. Drafted for owner sign-off; not yet effective. Weights unchanged from the 2026-06 rubric and sum to 1.00.
